Balancing the blend of didactical, technical and organizational aspects in a learning innovation program of Netherlands Ministry of Defence (MoD)
Implementing e-Learning in an organization that already has education and training rooted in its core activities sounds logical. Furthermore, the ever changing military doctrines and increased international cooperation demanded enhancement of traditional didactics with task oriented pedagogies. For this the NLMoD needed a reliable, standardized yet flexible learning organization with global and around the clock availability.
a few years ago a considerable program of innovation was launched that would renew education and training as well as the technology behind it.
Because sustainable results and restraining excessive exploitation were essentials the program tries to constantly balance three complementary aspects of the learning innovation:
How can we allow for -just in time and just enough- competence based education and training? (in many sections new training programs are now developed along the lines of the Open University NL 4C/ID model by Prof. Dr. van Merriënboer).
How do we improve our affairs at a high level, against reasonable costs?
How can we provide for robust information management to accommodate large numbers of trainees with complex schedules and advanced learning needs?
All this against the background of a changing generation and economical ebb tide.
The presentation discusses different stages of the program, focusing on the strategy to preserve the right blend of aspects.
Bound by a open source policy and the strategy of integrating high level components as part of an overarching architecture, ILIAS was carefully chosen to accommodate the advanced wish list of the different military organizations.
